Announcements

Chair Rod Ross gave remarks to recognize National Indigenous History Month and National Indigenous Peoples Day. He encouraged the audience to learn more about the history and culture of Indigenous Peoples. He also made note of the official opening of Donna Gabriel Robins which took place earlier in the day.

On behalf of the Board, Chair Rod Ross acknowledged Pride month. He explained how schools, students, and staff are working together throughout the month to celebrate the 2SLGBTQ+ community through a variety of activities across the District.

On behalf of the Board, Chair Rod Ross gave remarks to highlight National Accessibility Week. He commented on how the District is continuing to work on actions to help create access for everyone.

Superintendent’s Reports

Strategic Plan Update

Superintendent Mal Gill provided some background information on the Strategic Plan, which is a plan that spans over four years. This is the final update for this plan which is expected to be redeveloped next school year.

Assistant Superintendent Woody Bradford started the presentation by sharing guiding elements of the strategic plan including the District’s core values, the Framework for Enhancing Student Learning, Ensouling our Schools, and Langley’s Model of Universal Design for Learning, systems and structures in place, and work from staff behind the scenes.

District Principal of Aboriginal Education Mike Pue continued the presentation by introducing himself in hən̓q̓əmin̓əm̓. He talked about the importance of the language and how that has been a big part of his own personal learning. He reflected on the honouring of Donna Gabriel Robins at the school opening and touched on how important Donna Gabriel Robins was to the Aboriginal program and leading the District over the years. He continued with the structures and work from staff on the journey of reconciliation. To reinforce his message, he played a video from Indigenous educator Kevin Lamoureux on ensuring students feel safe at school and have a sense of belonging while at school (the video was part of a learning series with staff). Lastly, Pue added remarks on the Aboriginal Enhancement Agreement which also guides the District’s work.

Assistant Superintendent Woody Bradford touched on the importance of the collaboration among departments to fulfill goals of the strategic plan: Aboriginal Programs, Instructional Services, and Learning Support Services. This work in the strategic plan also includes the work from Finance and Facilities, and Human Resources.

Bradford outlined the various systems and structures and guiding documents used by staff which include: Response to Intervention (RTI), Universal Design for Learning (UDL), Balanced Literacy, Balanced Numeracy, and teacher growth plans, professional development, myBlueprint, and student inclusive conferences. Woody Bradford shared a video from Wix-Brown showing the successful collaboration of staff and their implementation of a six-week response to intervention.

Bradford mentioned the addition of trauma informed practices. He explained staff will be going through Ukeru trauma-informed training next year. The District will also be going through Bakau Consulting, receiving anti-racism training with the goal of developing a vision and action plan for the District. Bradford talked about the District’s focus on career development and highlighted our seven trades programs which currently have healthy enrolment numbers.

To close the presentation, Woody Bradford showed a video from a graduation valedictorian speech from Langley Education Centre (Adult Learning), to outline how education is a journey.

Superintendent Mal Gill ended this presentation by thanking Assistant Superintendent Barry Bunyan for his work on the strategic plan and contributions to the District and wished him well on his upcoming retirement.

Secretary-Treasurer’s Reports

2022-2023 Annual Budget Bylaw (Third and Final Reading)

Secretary-Treasurer Brian Iseli provided an overview of the 2022-2023 Annual Budget Bylaw and reminded the Board that it required third and final reading.

Recommendation: That the Board of Education directs staff to appropriate $770,673 of Internally Restricted to balance future budgets to balance the operating fund for 2022/2023.

Recommendation: That the School District No. 35 (Langley) Annual Budget Bylaw for fiscal year 2022/2023 in the amount of $294,199,666 be given third reading, passed and adopted on this 21st day of June 2022.

Trustee Election Bylaw No. 2022-01

Secretary-Treasurer Brian Iseli provided some minor changes recommended to the bylaw as suggested by the BCSTA and legal team.

Recommendation: That the School District No. 35 (Langley) Trustee Election Bylaw No. 2022-01 be given first reading.

Recommendation: That the School District No. 35 (Langley) Trustee Election Bylaw No. 2022-01 be given second reading.

Recommendation: That the Board of Education of School District No. 35 (Langley) approves having all three readings of the Trustee Election Bylaw No. 2022-01 at tonight’s meeting.

Recommendation: That the School District No. 35 (Langley) Trustee Election Bylaw No. 2022-01 be given third reading, passed and adopted on this 21st day of June, 2022.

Five-Year Capital Plan

Secretary-Treasurer Brian Iseli shared an overview on the five-year capital plan. He says the submission made in the District’s 2021/2023 school year will have approvals for the Ministry’s fiscal year 2023/2024. Iseli made note of major capital and minor capital projects and provided a brief explanation of the capital project approval process (which is three stages). He explained the purpose of a capital plan response letter, which is the Ministry’s response to the District’s submission.

Two previously announced projects which remain at the concept plan stage (Stage 2) include the Langley Secondary addition and the North East Latimer Elementary. Iseli also shared a list of capital plan requests which include additions to schools, new sites, new schools, and seismic upgrades.

Recommendation: In accordance with provisions under Section 142 (4) of the School Act, the Board of Education of School District No. 35 (Langley) hereby approves the proposed Five-Year Capital Plan (Major Capital Programs) for 2023/2024, as provided on the attached Major Five-Year Capital Plan.
